In the fall of 2023, Bachelor Program in Innovative Teaching Chinese as a Second Language (ITCSL), affiliated with the International College of Sustainability Innovations (ICSI) at National Taipei University (NTPU), shall welcome the first batch of international students who are devoted to learning and teaching the Chinese language.

國立臺北大學創新華語文教學學士學位學程 (ITCSL) 隸屬國際學院 (ICSI)，2023年秋天將迎來第一屆有志於華語文學習與教學的國際學生。

The ITCSL program is a degree program that amalgamates various Chinese language resources from the departments, graduate institutes, and colleges of NTPU. Distinct from other departments, the ITCSL program is flexible and adaptable to changing environmental conditions. In addition to employing teachers with qualifications and experience equivalent to those of existing departments, the program also overcomes the barrier of the inability of mature organizations to make timely adjustments in response to changes. Through flexible curriculum planning, the ITCSL program meets the Chinese language learning needs of international students, regardless of whether they have no prior learning experience or a certain level of language proficiency, thereby enabling them to experience the organizational features of this degree program.

「華語學程」是整合臺北大學跨系、所、院之華語文相關資源所組成的「學位學程」。與一般學系不同，「學位學程」具有高機動性、便於迅速回應環境挑戰，一方面享有經營多年的學系該有的師資與教學經驗，同時又能擺脫成熟組織面對變局無法即時調整的體質侷限。華語學程靈活的課程規劃，能夠滿足零基礎乃至各級華語水平的學習需求，即是受益「學位學程」的組織特色。

Our administration team comprises a group of teachers and faculty staff passionate about learning and willing to take on a challenge. A metaphor for our common goal is the creation of an ecology an ecology where the ITCSL program coexists and thrives alongside various species. By establishing excellent learning environments for international students, it is our hope that their diversity will enrich NTPU as well. Here, everyone gives and everyone takes.

我們的行政團隊是一群熱愛學習、不畏挑戰的教師與職員，共同的期望是將華語學程打造成容納多元物種共存共榮的生態池，藉由為國際學生安排良好的學習環境，也期待國際學生帶來多元文化的刺激與滋養。在這裡，每個人既能付出、亦皆有所得。

This is only the first chapter in the history of the ITCSL program. Although we do not have a past, our future is unlimited. We welcome you with open arms to join us in imparting new stories to prospective newcomers.

We hope that citizens from every corner of the globe who are enthusiastic about Chinese culture will study the Chinese language in Taiwan and experience the extensive, rich, and profound culture that has spanned millennia.

華語學程希望來自全球各地喜愛中華文化的人，都能到臺灣學習華語，並且在臺灣體驗中華文化數千年綿延不絕的深厚底蘊。

No culture can evolve continuously on its own. The Chinese culture is a mixture of the countless infusions of foreign thoughts and dialogue between material cultures. Regardless of whether it is the influence of the Western Regions on the Han dynasty, the introduction of Buddhism into China from South Asia, the Yuan dynasty that was a successor to the Mongol Empire whose territories had spread across Europe and Asia, or the modernization of the Republic of China as a result of Western artistic thoughts, every time the Chinese culture evolves, it creates a sense of excitement and momentum indispensable to cultural developments. Chinse culture permeates Taiwan and is the pillar that supports the country's existence. As the embodiment of Chinse culture, we stand by our values while adapting to changes throughout history. Taiwan is the only place in the world where Chinese culture is preserved alongside freedom and democracy.

沒有一種文化可以在孤絕的狀態下持續演化，中華文化乃是歷經多次與外來思潮及物質文化的對話交融而成。不論是西域胡風吹入漢朝、南亞佛教傳入中土、在橫跨歐亞蒙古帝國下的元朝以及民國時期以來西方學術思想造成的現代化等等，都是中華文化一次又一次蛻變中，不可或缺的刺激與動力。它們，亦是臺灣之所以為臺灣的血脈所在。我們是中華文化，我們秉持著中華文化的主體，在歷史洪流中堅守價值並與時俱進，全球唯一保有中華文化又與世界共享自由、民主成果的國家，只有臺灣。

Words and language are manifestations of a culture. We expect to play a role in communication and exchange on this globalized stage and spread the values of Chinese culture and teachings of the Chinese language to the world.

文字語言是文化的具現，華語學程期許自己在全球化的舞台上扮演溝通與交流的使者，將中華文化的價值藉由華語文教學傳遞給世界。
